Pathways Residences is a boutique organisation that provides excellence in care, accommodation and services to older Australians who are no longer able to live independently within the community. The charter of the organisation is founded on the principles of harmony, respect and trust.
In 2019, Pathways Residences acquired the Ritz Estate at 203-223 Leura Mall with the specific purpose of rejuvenating the heritage listed property into a luxurious residential aged care facility supported by a wellness centre and allied healthcare services.
The property will take its place in the Leura community as Pathways Leura Village.

An initial development application for the property was lodges with Blue Mountains City Council in 2021. The initial application was subsequently refused. For more information about the initial application, click here.
In 2025, a new State Significant Development Application is being prepared for the site. The new application will address all feedback received during the determination of the initial application.
We are now working with our architects, heritage conservation specialists, landscape architects and urban planners to develop a new and improved plan for the rejuvenation of the Ritz Estate.
This is a complex project and we have sought to balance the heritage conservation of the Estate and its gardens with the design standards that apply to aged care.

The Purpose of the Proposal Remains to:
provide high quality residential aged care accommodate for older Australians who are no longer able to live independently in the community
increase the supply of aged care beds which are in high demand across NSW and in the Blue Mountains LGA
provide excellence in care supported by a wellness centre, allied healthcare services within a high quality environment
carefully rejuvenate the heritage listed Ritz building as an important feature of the Leura Mall
reinstate the landscape and architectural grandeur of the Estate and preserve the view lines from the Village through to the main Ritz building
balance heritage conservation considerations with high quality aged care design requirements contained in the Building Code of Australia (BCA), findings from the Royal Commission into Aged Care and Pathways Residences own care delivery model.
High Quality, Boutique Aged Care
The Pathways Residences care model encompasses the findings arising from the Royal Commission into Aged Care Quality and Safety. It provides for:
A mix of nursing home style accommodation, a dedicated area for residents who are living with the symptoms of dementia and an area set aside for short stay respite care.
Compliance with the accessibility standards for Class 9C residential aged care buildings that require level and unobstructed access to be provided for wheelchairs and walkers throughout internal and external spaces.
A design that encompasses the ‘small home model’ that groups 6-10 resident rooms around a central living and dining area.
Well-designed outdoor spaces that provide visual interest and accessible spaces where residents can wander safely, enjoying the sights and smells of the garden with areas where they can sit and enjoy fresh air and sunlight.
The integration of social, wellness and allied health services including an onsite café, beauty and hairdressing, physiotherapists, podiatrists, speech and occupational health services, a gym and rooms for visiting doctors.

Architecture
PBD Architects have designed the project and have prepared the architectural plans and elevations and artists perspectives. They have also done extensive built form and massing, solar access, privacy and view impact investigations.

Urban Planning
Gyde Consulting (formerly City Plan Strategy & Development) has project managed the development application process and prepared the Urban Design Study, Statement of Environmental Effects and Clause 4.6 Variation requests that accompany the Development Application.

Heritage and Conservation Management
A Conservation Management Plan (CMP), Cultural Landscape Plan and Heritage Impact Statement have been prepared by John Oultram Heritage & Design. The CMP incorporates a detailed history of the property, a physical description of its build and landscape history, an assessment and ranking of its significance and conservation guidelines for the property.

Landscape and Design
Svalbe & Co and Brendan Moar were jointly appointed as the landscape architects on the project and have prepared the landscape design plan and planting schedule. Svalbe & Co brought to the project their specialist understanding of heritage conservation landscape management while Brendan Moar has worked across many Pathways projects and has an in-depth appreciation of aged care.
